The Location

The proposed site is a 43-acre parcel located between Bunn Hill Road and Jensen Road in Vestal, approximately 1.25 miles south of Vestal Parkway.

The site is currently zoned RR (Rural Residential). A zoning overlay is requested to modify zoning to PDD (Planned Development District).

All of our university-focused housing communities have a professional management team on-site as well as strictly enforced community restrictions, which serve to maintain an appropriate living environment for both residents and neighbors. These regulations, which include noise restrictions, are enforced through the renal contracts, which include eviction policies for nonconformance with regulations. There will also be a 24/7 hotline where our management can be reached as a resource for our neighbors.

Given varying class or work schedules for the student population, the proposed development will be a minor traffic generator with the majority of trips occurring between campus and the site. Multi-modal transportation methods will be encouraged with bicycle racks available and a shuttle service to campus to reduce vehicular trips.

According to a Traffic Impact Assessment conducted by GTS Consulting, a capacity analysis of the 2022 background condition shows all Levels of Service are maintained from the existing condition during both peak hours with the exception of the westbound left-turn movement off Bunn Hill Access, which adds 1 second of average delay during the evening peak hour. Approximately 81 vehicles will be exiting during the morning peak hour and just over 100 vehicles entering and exiting during the evening peak hour.
